Terms and Conditions
USWC Media, LLC. – Public Trust Initiative (PTI) / C-CAT Participation
Effective Date: 02-13-2026
1. Acceptance of Terms
By accessing this website, submitting a sealed bid, requesting participation, or engaging with the Public Trust Initiative (“PTI”) or C-CAT framework, you (“Participant”) agree to be legally bound by these Terms & Conditions. If you do not agree, do not submit a bid or participate in the process.
2. Nature of Participation
PTI and C-CAT are governance-structured participation frameworks administered solely by USWC Media, LLC. (“USWC”). Participation may include: Sealed category bids, Standard enrollment participation, Governance recognition, Category exclusivity (if awarded). All participation is subject to review, approval, and allocation at USWC’s sole discretion.
3. Sealed Bid Submissions
A Sealed Bid submission constitutes: A legally binding financial offer; A declaration of intent to participate at the submitted level; An acknowledgment that bids are competitive and confidential. Participants understand: Multiple bids may be submitted for the same sector; Higher bids may supersede lower bids; USWC reserves full authority to determine award structure. Submission does not guarantee exclusivity.
4. Review & Decision Process
All sealed bids are held in review until the stated submission deadline. Following the deadline: Bids are evaluated competitively; Participants may be invited to reconsider if higher bids are received. Final determinations will be issued as: Approved, Conditional Approval, Rejected (Fallback Enrollment Applies). All decisions are final.
5. Payment Obligation
A. Awarded Category Exclusivity: Payment in full is due within 10 calendar days of invoice issuance. Failure to remit payment within 10 days will result in: Immediate forfeiture of category rights; Reallocation of category to another participant; Potential restriction from future participation. B. Not Awarded Exclusivity (Fallback Enrollment): If exclusivity is not awarded, Participant agrees to automatic enrollment in the Standard Participation Tier at $1,000,000 USD. Payment is due within 10 calendar days of invoice issuance. Failure to remit payment may result in: Forfeiture of participation rights; Legal collection efforts; Disqualification from future governance positioning.
6. No Payment Authorization Stored
USWC does not store payment information during bid submission. Invoices will be issued separately upon award determination. Payment terms and remittance instructions will be provided at that time.
7. Category Exclusivity
If awarded: Exclusivity applies only to the defined sector; Scope and duration will be specified in writing; Exclusivity is contingent upon timely payment. USWC reserves the right to define sector boundaries and interpretation.
8. Governance Authority
All PTI and C-CAT standards, enforcement policies, and allocation determinations remain under the sole authority of USWC Media, LLC. Participation does not grant: Equity ownership, Control rights, Editorial authority, Governance override.
9. Revisions & Supplemental Submissions
If a Participant is invited to revise a bid: Revisions must be submitted before the deadline; Revised bids supersede prior submissions; No guarantee of exclusivity is implied.
10. No Guarantee of Market Performance
Participation does not guarantee: Revenue, Media exposure, Brand positioning, Regulatory outcomes. PTI is a governance participation framework, not an investment instrument.
11. Representations & Authority
By submitting a bid, Participant represents that: They are authorized to bind the organization; Financial commitments are legitimate; Submission is made in good faith. Misrepresentation may result in immediate disqualification.
12. Confidentiality
Bid amounts are treated as confidential. USWC reserves the right to disclose awarded categories publicly but will not disclose competing bid amounts unless required by law.
13. Limitation of Liability
USWC shall not be liable for: Indirect damages, Lost profits, Reputational claims, Opportunity costs. Maximum liability is limited to fees paid.
14. Governing Law
These Terms shall be governed by the laws of the State of Delaware, without regard to conflict of law principles. Disputes shall be resolved in the appropriate jurisdiction within that state.
15. Modification of Terms
USWC reserves the right to update these Terms at any time. Continued participation constitutes acceptance of updated terms.
16. Entire Agreement
These Terms constitute the entire understanding between Participant and USWC regarding PTI/C-CAT participation. No verbal statements modify these terms.
